Resolve "Algorithm packages need to be loaded before cleveref to make references to single lines work properly"
requested to merge 15-algorithm-packages-need-to-be-loaded-before-cleveref-to-make-references-to-single-lines-work into master
Rather than adding options for the algorithm packages, we decided, below, to actually move loading clevref into an \AtBeginDocument so it is loaded after all other packages the user may have specified. The latter is recommended in the clevref documentation for all packages that do not explicitly support clevref anyway.
